The Output That Matters on the Coldest Night
A heat pump makes less heat as the temperature outside falls, so the output that matters is the one it still delivers on the coldest night. We size yours to minus 19, which is what the Building Code uses for the two nearest places it lists, and a cold climate unit sized to that figure keeps producing heat well below freezing.
That coldest night is the extreme rather than the average. Most hours of the season are far milder, and through that long mild stretch a heat pump heats your house for less than the furnace does. So we size the system for the cold night and choose the model for the mild ones.
The paperwork is ours as well. Woolwich names installing a heating or cooling system as work that requires a building permit, so we file it, show the flat $130.00 on your quote, and book the inspection. The township does not inspect electrical work, so the wiring goes to the Electrical Safety Authority.
The Rebate, and What Decides the Amount
On most heat pump quotes the rebate is the largest single line, and homes in Elmira qualify for it. Neither the house nor the street changes the amount, but your current fuel does.
If the house runs on gas
On gas the Home Renovation Savings Program pays $500 for each ton of capacity, up to a maximum of $2,000. A ton is the size step the trade works in, so a larger system earns a larger rebate until it reaches that maximum. We confirm the account and wait for written approval before we order anything.
If the house runs on oil, propane, wood or electricity
The same program pays $1,250 for each ton, up to $7,500, and as much as $12,000 where a ground loop is installed. That is the more generous rate, and many homes outside the village qualify for it. A home on oil or propane also needs a signed tank removal form, and we bring it with us.
What an Elmira Heat Pump Quote Covers
Every heat pump we price includes the same eight steps, and three of them are rebate work.
- We measure your rooms, work out the size, and check the output against the coldest night.
- We confirm your current fuel, so we can tell you which rebate rate applies.
- We send the application in and hold the order until the written approval comes back.
- We have the tank removal form signed where the house runs on oil or propane.
- We read your electrical service on the very first visit, since a panel upgrade brings in the utility as well.
- We file the township permit, show the fee on your quote, and book the inspection.
- We set the outdoor unit on a level pad, then seal and make good where the refrigerant lines pass through the wall.
- We install the control that chooses between the two systems, and set the handover temperature while you watch.
Please tell us two things on your first call. There is no rebate at all for replacing a heat pump you already have, and a house lived in for less than six months does not qualify either.
Three Ways We Install a Heat Pump Here
Beside the gas furnace you already own
The heat pump handles the mild two thirds of the winter and the furnace covers the cold snaps. In town, where gas is already at the meter, this is what most houses choose.
All electric, no gas bill
The house burns no gas at all. The heat pump carries the season and electric backup covers the rest, and a home heated today by electricity, oil or propane earns the larger rebate when it switches.
Wall heads, room by room
We fit one head in each room that needs one, and there is no ductwork to run. It is how an old village house on radiators or baseboards gets a heat pump.
All three are air source systems, which is what the program calls a cold climate unit, and they are what we install on these roads. A ground loop qualifies for more rebate but costs far more to put in the ground. The cold climate range we fit is listed on our heat pump installation page, and with no ducts in the house at all, ductless mini splits are where we begin.
What Decides the Price of a Heat Pump
The equipment is rarely what surprises people. The electrical work and the size your house genuinely needs affect the price more than the brand does. Our financing options page covers paying monthly.
| The setup | What goes in | What moves the price |
|---|---|---|
| Alongside the gas furnace | A cold climate unit outside, a coil matched to it above the furnace, and one control to choose between the two. | The size your house needs on a cold night, the grade of equipment, and the spare capacity in your panel. |
| All electric, down the ducts | Electric backup sits behind the heat pump and nothing burns gas. | The size of that backup, what your utility says about the service, and how much air the ducts can already move. |
| Wall heads, no ducts | One outdoor unit, a head in each room you want covered, and a cored hole for every line run. | The number of heads, and the length of the run from each one back outside. |
The rebate is money paid back to you, not a discount off our quote. We send the application the day you approve the quote, because the written approval has to arrive before the work starts.
Who Will Install Your Heat Pump
A rebate application, an electrical service and a machine that has to hold the house on the coldest night all ride on one quote, so the company behind it matters.
More than a decade in business
We have been in business over 10 years, most of it around these roads. Sina owns the company, and he is usually the technician who turns up.
Authorized Lennox Dealer
The training and the parts behind every cold climate unit we install come from Lennox itself.
Five HomeStars Best of Award wins
The homeowners whose houses we worked in vote for it, and we have had it five times.
We read your panel before we price the job
A heat pump draws more from the electrical service than a furnace does. We look at your panel while we measure, so an upgrade is part of your plan rather than a surprise.
My AC broke this summer, so I contacted Local Heating and Cooling for HVAC installation. I am highly satisfied with the service provided. Sina responded promptly, took the time to do the work properly, and was a kind and delightful professional throughout the process. I recommend Local Heating and Cooling to everyone.

The Four Steps of a Heat Pump Installation
We have the written approval in hand before we order any equipment.
You tell us what heats the house today
Phone us or use the form. Tell us what you heat with, send a recent bill, and say how much of the winter you want the heat pump to cover.
We measure, and we read your panel
Your technician measures every room, works out what the electrical service can carry, picks the spot outside, and confirms the rebate rate your house qualifies for.
The price arrives on one page, and we file
The quote names the unit, the output it produces in the cold, the controls, the electrical work and the rebate, each on its own line. We file the application as soon as you approve the quote.
We fit it and run it in both directions
We set the pad, run the lines and fit the wiring and controls. It then heats the house in front of you and cools it as well, and we agree the handover temperature before the warranty goes in your name.
Where we fit heat pumps in the township
A 19th century village house on a narrow lot and a 2015 subdivision build with a modern panel are two different jobs with the same equipment, and the electrical service is usually the reason. Tell us the road and we will send a technician to look.
